Everything that happens after a fire is priced, scheduled and argued about on the basis of one document. This is that document.
It is not the same thing as the fire investigation. The investigation asks what caused the fire, and the assessment asks what the fire did.
It also sits earlier than most people think. It happens after the building is made safe and before any real cleaning starts.
In the wider sequence it is step two or three, as set out in the fire damage restoration process.
What is a fire damage assessment and inspection?
A structured, documented walkthrough that classifies every kind of damage in every affected space and turns it into a scope of work with line items.
Four categories get assessed together, because after a fire they are never separate.
- Fire and heat damage: charring, burn through, melted materials, warped metal and heat stressed framing.
- Smoke and soot damage: residue type, coverage, which rooms, which surfaces and how deep it penetrated.
- Water damage: firefighting water, where it travelled, what is still wet, and whether drying can save the material.
- Odor: which materials are holding it, and whether cleaning, sealing or removal is the answer.
The output is a room by room list of what gets demolished, cleaned, deodorised, dried, sealed or rebuilt, with quantities attached to each.

Who carries out the inspection, and who pays?
Usually more than one person, and they are not all working for you.
- The restoration contractor: writes the scope of work and the estimate. Their assessment is normally free, because it is a bid.
- The insurance adjuster: writes the carrier's own scope. Staff or independent, they work for the insurer.
- A public adjuster: optional, works for you, and charges a percentage of the settlement.
- A structural engineer: called in when framing, joists or a roof structure are involved, and usually billed to the claim.
- An industrial hygienist: called in for residue or air testing when health or habitability is disputed.
- The fire investigator: separate from all of this, and concerned with cause and origin only.
Take the free contractor assessment seriously but sceptically. It is a genuine inspection and it is also a sales document, and both things are true at once.
You are entitled to get more than one. Two independent scopes on a large loss is normal and it is not an insult to anyone.
What does an inspector actually look at?
The visible damage takes about ten minutes. The rest of the inspection is spent on the parts nobody can see.
- The exterior and structure first: roof line, walls, obvious burn through and anything that makes the building unsafe to occupy.
- The room of origin, working outward, mapping the smoke line on the walls and the direction the plume travelled.
- Every room the fire never reached, because smoke and water almost always went further than flames did.
- Above and below: attic space, roof void, subfloor and basement, where heat and water both collect.
- The HVAC system, meaning returns, supply ducts, filter, blower and coil, which decide whether residue was distributed house wide.
- The electrical system, since heat damaged insulation on wiring is a hidden hazard that survives the fire.
- Contents, room by room, sorted into cleanable, restorable and non salvageable.
- Anything behind a surface: wall cavities, insulation, cabinet interiors and the undersides of horizontal surfaces.
The smoke line matters more than it looks. Its height and sharpness tell an experienced inspector how hot the fire got and how long it burned.

Instruments, because the important questions are ones the eye cannot answer.
- Moisture meters: pin and pinless, to find water inside drywall, framing and subfloor, and to prove drying progress later.
- Thermal imaging cameras: reveal cool wet areas behind surfaces and residual heat in concealed spaces.
- Thermo-hygrometers: record temperature and relative humidity so drying can be documented against a target.
- Chemical sponge test patches: a small dry cleaning test on a hidden area to see whether a surface will come clean at all.
- Residue and wipe sampling: lab analysis of surface residue where the type or extent of contamination is disputed.
- Air sampling and particle counters: used when habitability or health effects are in question.
- Borescopes: a camera into a wall cavity or duct through a small hole, rather than opening the wall.
- Photo and measurement software: so the scope can be rebuilt line by line by someone who was never there.
The test patch is the one you should ask about specifically. It is how the decision between clean it or replace it gets made honestly rather than guessed.
How is smoke residue classified, and why does that matter?
Because different residues need different chemistry, and using the wrong one can drive the stain permanently into the surface.
- Dry smoke: from fast hot fires. Powdery, non smearing, and it responds to dry cleaning methods first.
- Wet smoke: from slow smouldering fires with plastics. Sticky, smeary, strong odor, and it needs solvents and mechanical work.
- Protein residue: from cooking fires. Nearly invisible, greasy, and it varnishes onto finishes while smelling strongly.
- Fuel oil soot: from a furnace puffback. Fine, oily, and typically distributed everywhere through the ductwork.
The inspector should also map the boundary of the affected area, not just the worst of it. Where the contamination stops is what decides how many rooms get billed.
Argue with a scope that treats the whole house identically. Real assessments have edges, and those edges should be written down.
How long does the assessment take?
The walkthrough usually takes one to three hours for a typical single family home, and longer if the structure is compromised or the contents are extensive.
The written report normally follows within one to three business days. Complex losses with engineering or lab work take a week or more.
It should happen fast. Every day residue sits it bonds harder to surfaces, and every day water sits the mold clock runs.
Emergency mitigation, meaning board up, tarping and water extraction, does not wait for the assessment. Those run in parallel and they should start immediately.

What is in the report you get?
Ask for all of it in writing. A verbal summary is not a scope, and it cannot be compared with anything.
- Photographs of every affected room, with damage close ups and readings visible where relevant.
- A room by room scope with measurements, quantities and the specific action for each surface.
- Residue classification and the cleaning method selected for each material type.
- Moisture readings with locations and dates, plus a drying plan and target.
- A contents inventory split into cleanable, restorable and non salvageable.
- A line item estimate, normally in the same estimating software the insurer uses.
- Exclusions and unknowns, meaning anything that cannot be assessed until a surface is opened.
That last one is the honest part. A scope with no unknowns listed on a significant fire is either optimistic or incomplete.
How does the assessment shape the insurance claim?
It is the claim. The adjuster writes their own scope, the contractor writes theirs, and the settlement lands somewhere between the two.
Get both documents and read them side by side. Differences usually appear in hidden smoke damage, ductwork, contents and code upgrades.
If the two scopes are far apart, that is a negotiation rather than a verdict. Ask for the reasoning on each disputed line rather than the bottom line.

What should you do before and during the inspection?
Be there. Walking the property with the inspector is the highest value hour you will spend on the whole claim.
- Take your own photographs of every room first, from the doorway and then close up, before anyone else arrives.
- Write down anything you know that they cannot see, such as which doors were closed and whether the HVAC was running.
- Point out rooms that smell wrong even if they look untouched, because odor is the main evidence of hidden spread.
- Ask them to open the attic hatch, pull a duct register and check the subfloor while you are standing there.
- Ask what is going in the report as an unknown, and get that answer in writing.
- Request a copy of the full scope, not the summary page, and request the adjuster's scope too.

When do you not need a formal assessment?
More often than the industry admits. A single pan fire that left a light dry film on a few hard surfaces does not need a scope of work.
If nothing is charred, nothing got wet, the residue wipes off dry, no other room smells and you are not filing a claim, you do not need anyone.
You do need one when there is any charring or structural involvement, when firefighting water entered the building, when more than one room is affected, when the HVAC ran during the fire, or when you are filing a claim of any size.
And you need one before moving back in if there is any question about air quality, which is the subject of whether it is safe to live in your house after a fire.

Photograph every room yourself beforehand, tell the inspector what they cannot see such as which doors were closed and whether the HVAC was running, point out rooms that smell wrong, and ask what is being recorded as an unknown pending demolition.
