Watching a restoration crew work through your house is unsettling. Two things that look identically ruined get opposite verdicts.

One sooty cabinet is wiped down and kept. The one beside it is unscrewed and carried out. Nobody explains why, and the difference can be thousands of dollars on your claim.

There is a real method under it. Restorers run every surface and item through the same short list of tests, and once you know the list you can follow every call they make.

How do restorers decide clean versus replace?

Restorers decide clean versus replace by running four tests in order, and an item only has to fail one of them to be written off.

  1. Porosity. Can residue physically get inside this material, or does it sit on the surface where a sponge and a degreaser can reach it?
  2. Penetration. How deep did the residue and the odor actually go, which is a separate question from how bad it looks.
  3. Structural change. Did heat, water or char alter the material itself, so that cleaning would leave something weakened or warped.
  4. Economics. Does the labor to clean it, plus the risk that cleaning fails, cost more than simply buying a new one.

The first three are physical and the fourth is financial. In practice the physical tests settle the obvious items, and the money settles the arguments.

This is now written down. The IICRC published ANSI/IICRC S700 in 2025, the first American National Standard for fire and smoke damage restoration, and it ties method choice to residue type, substrate porosity and depth of penetration.

So when a crew leader says a material is not restorable, there is a standard behind that phrase. It is worth asking which test it failed.

Why does porosity decide most of the clean versus replace calls?

Because smoke residue is made of extremely fine particles and oily vapor, and both of those travel into any material with open structure.

On a sealed surface, residue lands on top. On a porous one it lands inside, in pores no cloth or chemical can physically reach.

That is the whole reason two sooty items get different verdicts. It is not how black they look, it is whether the black is on them or in them.

Materials sort roughly like this, and the list holds up across almost every fire.

  • Cleans reliably: glazed tile, sealed stone, glass, painted metal, laminate, solid surface counters, hardwood with intact finish, most plastics that did not deform.
  • Cleans with effort: painted drywall, sealed cabinet faces, vinyl flooring, appliance exteriors, hollow core doors that are still flat.
  • Usually replaced: fiberglass and cellulose insulation, upholstery foam, carpet pad, ceiling tiles, unsealed particleboard and MDF, unfinished timber that got heavy smoke.
  • Almost always replaced: anything that absorbed firefighting water and stayed wet, plus mattresses, pillows and open cell foam of any kind.

Insulation is the clearest example. It is engineered to trap air, which means it is perfectly designed to trap smoke, and no cleaning method recovers it.

How do restorers test how deep the smoke actually went?

By testing, not by looking. Appearance is the least reliable signal in the whole assessment, in both directions.

A pale wall in a closed bedroom can be holding odor deep in the drywall paper. A blackened wall next to the fire can be one wipe away from clean.

The main tools are simple and you can watch them being used.

  • The dry sponge test. A chemical sponge is drawn across a small patch. If the residue lifts cleanly and the surface underneath is unstained, the wall cleans.
  • The wet test patch. A degreaser is worked into a marked square. If the stain returns as it dries, the residue is in the substrate, not on it.
  • The smell check. A crew member warms a hidden section with a hand or a heat source, because heat drives odor back out of anything holding it.
  • The hidden cavity check. Outlets, switch plates and vent covers come off, because residue inside wall cavities proves the smoke travelled behind the finishes.

That last one matters more than homeowners expect. Soot inside a switch box means the pressure of the fire pushed residue into the wall, and cleaning the paint will not fix the smell.

You are allowed to ask for a test patch on anything scheduled for demolition. A good crew will do it, because the patch is their evidence too when the adjuster questions the scope.

When does char depth force a replacement?

When the burn ate into the member far enough that the remaining wood cannot carry its load. This is the one test where cleaning is not even on the table.

Wood chars from the outside in, and the char layer itself is a poor conductor, so it slows the burn underneath. That is why a beam can look destroyed and still be sound.

The assessor scrapes the char back and measures how much uncharred cross section is left. That measurement, not the black surface, is the verdict.

  • Light surface char, sound wood beneath: soda blasted or sanded back, sealed, and kept in place.
  • Deep char with reduced cross section: the member has lost load capacity and gets replaced or sistered with new timber.
  • Alligatored, deeply cracked char: a sign of prolonged high heat, and usually a replacement.
  • Engineered lumber, trusses and I joists: replaced far sooner than solid timber, because the glue lines and thin webs fail before the wood does.

Steel and truss plates get their own check. Deformed steel, buckled connectors or scorched truss plates mean the framing was heated past the point where a structural engineer will sign it off.

This is also where the whole house can tip. When enough framing fails, the job stops being restoration and becomes a rebuild, which is the ground covered in whether your house is a total loss after a fire.

Do water damage and odor change the clean versus replace line?

Yes, and they move it in one direction only. Both push more material into the replace column.

Firefighting water soaks drywall, insulation, carpet pad and subfloor. Wet porous material that stays damp grows mold, and mold turns a cleaning job into a removal job.

That is why extraction and drying start before the scope is even agreed. The window is short and it is not negotiable.

Odor works on a slower clock but ends in the same place. Residue keeps migrating inward for weeks, so a surface that was cleanable in week one can be a sealing or replacement job by week five.

That is why restorers replace items that look salvageable. They are not judging today's appearance, they are judging whether the smell comes back in August when the house warms up.

How does cost decide clean versus replace?

It decides everything the physical tests left ambiguous, and it is the reason two identical items in two different houses get different verdicts.

Restoration is priced in labor hours. Replacement is priced in materials plus install. When the hours to clean approach the price of a new one, cleaning stops making sense.

A rule of thumb used widely in the trade is that restoration is preferred while it stays meaningfully below replacement cost, often quoted around half the replacement price. Treat that as a working convention rather than a published standard.

Insurance shapes it further, and not always in your favor.

  • Actual cash value policies depreciate the replacement. On an eight year old sofa that can mean cleaning is funded and replacement is barely funded at all.
  • Replacement cost policies pay for new, which makes an adjuster more willing to approve a replacement outright.
  • Contents pack out has its own cost. Boxing, transporting, cleaning and storing a low value item often exceeds what the item is worth.
  • Matching can force replacement of undamaged material, because half a floor of new hardwood next to old hardwood is not an acceptable repair in most states.

The practical takeaway is simple. If you are told an item is uneconomic to clean, that is a claim decision, and claim decisions can be discussed.

What is always thrown out after a fire regardless of how it looks?

A short list gets no assessment at all, because the outcome is never in doubt.

  • Food, including sealed packaging. Heat and chemical residue penetrate packaging, and cans exposed to heat are treated as compromised.
  • Medicines and cosmetics. Anything ingested or applied to skin that sat in smoke goes, without exception.
  • Mattresses and pillows. Open cell foam holds odor permanently and cannot be cleaned through.
  • HEPA and HVAC filters. Saturated on the day of the fire and replaced as a matter of course.
  • Baby bottles, pacifiers and teething items. Replaced rather than cleaned, on the same reasoning as medicines.
  • Charred or melted electrical components. Cords, outlets, switches and anything with heat damaged insulation.

The reverse list is worth knowing too. Photographs, documents, artwork and jewelry are frequently recoverable by specialists even when they look destroyed, so do not bin them in the first sweep.

Set those aside in a labelled box before any cleaning starts. Specialist document and photograph recovery exists, and it works far better than most people expect.

Can you challenge a clean versus replace decision?

Yes, in both directions, and homeowners challenge it far less often than they should.

You may want more replaced, because you do not trust that a cleaned item is genuinely clean. Or you may want less replaced, because the demolition scope looks padded.

Either way the request is the same. Ask which of the four tests the item failed, and ask for it in the written scope of work.

  • Ask for a test patch on any wall or ceiling scheduled for removal, before the removal happens.
  • Ask for photographs of hidden residue, cavity soot and char depth measurements, because your adjuster will want them anyway.
  • Ask who benefits. A contractor who does both the mitigation and the rebuild earns more from replacement than from cleaning.
  • Ask your adjuster separately. The insurer has its own view on what is restorable, and the two views are not always the same.

The honest note is that most crews get this right. The tests are real, the standard is real, and a competent restorer would rather clean than demolish because cleaning is cheaper to justify.

But the split between mitigation and rebuild does create an incentive, and knowing the four tests is how you tell a technical call from a commercial one.
